What is EU CosIng?

The European Commission's official information database of cosmetic ingredients, maintained by DG GROW under Cosmetics Regulation (EC) No 1223/2009. It holds the INCI inventory used for EU labelling alongside the Regulation's annexed substances - prohibited, restricted, colorants, preservatives and UV filters.

How many records does CosIng hold?

Mid-tens-of-thousands of ingredient and substance entries. Broad single-letter queries at verification reported roughly 24,500 hits on both the ingredient and substance sides, consistent with the commonly cited figure around thirty thousand records once query shape is accounted for.

Does appearing in the CosIng inventory mean an ingredient is approved?

No. The Commission states plainly that only information provided by Regulation 1223/2009 itself has legal value, cross-references between substances and ingredients are not binding, and the inventory is not a positive list. Approval questions resolve at the annex entry, never at the name.

Which annexes are covered?

All five substantive annexes of Regulation 1223/2009: Annex II prohibited substances, Annex III restricted substances with conditions and concentration limits, Annex IV colorants, Annex V preservatives and Annex VI UV filters, plus CMR references under Annex 15.
