Can the two collections be joined?
Yes, at facility level. The emissions register carries Site_INSPIRE_ID and Facility_INSPIRE_ID identifiers beside point coordinates and country codes, while Waterbase rows name their monitoring site or spatial unit per WISE vocabularies - so plant-level emission panels and receiving-water quality series can be assembled with plain joins rather than fuzzy name matching.
