What does the OONI Explorer cut actually contain?

One record per measurement: a volunteer-run probe testing one target - a URL or an app - from one network in one country at one UTC timestamp, with anomaly, confirmed and failure flags plus five blocking scores from 0.0 to 1.0. Hundreds of millions of records span web connectivity, WhatsApp, Telegram, Signal, circumvention-tool checks and middlebox detection.

Why is a measurement anomalous but not confirmed?

Anomaly means the probe saw behavior consistent with interference; confirmed means it also matched blocklist-based heuristics. A captive portal, a DNS hiccup or a genuinely down site lands as anomalous but unconfirmed. Reading both flags together separates censorship from ordinary network noise.

Does coverage include my country?

Probes run in close to 200 countries, but density follows volunteers: large markets produce steady daily volume while smaller ones may see gaps between sessions. Coverage breaks out by country and by autonomous system, so request a scoped sample for your exact markets and networks before judging depth.

Can I track one network over time?

Yes - that is what the per-ASN design is for. Keyed on measurement UID with UTC timestamps, deliveries stack cleanly, so a single carrier's blocking scores become a continuous series back to 2012 rather than isolated snapshots gathered ad hoc.
