Does the data break tonnage out by commodity?

Yes. Cargo reports carry a commodityId and name - code 0 marks the all-commodities aggregate - with total tonnage split into intra-port traffic, receipts, shipments and through movements per year. Houston Port Authority's all-commodities row, for example, moves from 309,531,236 short tons to 284,963,668 across its latest five-year window.

Is vessel-level detail included, or only cargo weight?

Trips reports mirror the cargo view by vessel class - self-propelled dry cargo, tanker, towboat, dry cargo barge, liquid barge, rafted logs and other - grouped into draft bands, with receipt and shipment trip counts under all, domestic and foreign splits alongside each class.
