Electric Vehicle Population Data Washington: The Registry, the Fields, the Workflow

The underlying registry traces to April 2019, the Socrata record was first published October 19, 2023, and it was last modified August 13, 2026. Because rows come from actual DOL registration transactions, the table moves with the real vehicle parc rather than with survey estimates.

Privacy is handled structurally: each record carries only vin_1_10, the first ten VIN characters - enough to resolve make, model and model-year attributes, but not enough to identify an owner - plus an internal dol_vehicle_id. Owner names, addresses and plates are never published.

Identity: vin_1_10 truncates the VIN to its first ten characters while preserving the manufacturer segment - published sample rows show prefixes like 5YJ3E1EA5L, which resolve to a Tesla Model 3. dol_vehicle_id, model_year, make and model complete identity (the sampled Yakima row reads TESLA MODEL 3), and ev_type splits Battery Electric Vehicles from Plug-In Hybrid Electric Vehicles.

Powertrain: cafv_type records Clean Alternative Fuel Vehicle eligibility status, and electric_range holds the range in miles as reported to DOL - 266 miles for the sampled Yakima Model 3 and 220 miles for an Olympia Model S in the published sample rows.

Geography is the deepest dimension: county, city, zip_code, legislative_district, electric_utility service territory (PUGET SOUND ENERGY INC and PACIFICORP appear in samples), _2020_census_tract and a geocoded point per registration. That stack means the same file answers questions at state, county, zip or neighborhood scale.

Because every row names a manufacturer, the raw table already yields BEV/PHEV brand share for Washington. Enrichment turns it into a fuller analytical base:
