Identity: vin_1_10 truncates the VIN to its first ten characters while preserving the manufacturer segment - published sample rows show prefixes like 5YJ3E1EA5L, which resolve to a Tesla Model 3. dol_vehicle_id, model_year, make and model complete identity (the sampled Yakima row reads TESLA MODEL 3), and ev_type splits Battery Electric Vehicles from Plug-In Hybrid Electric Vehicles.
Powertrain: cafv_type records Clean Alternative Fuel Vehicle eligibility status, and electric_range holds the range in miles as reported to DOL - 266 miles for the sampled Yakima Model 3 and 220 miles for an Olympia Model S in the published sample rows.
Geography is the deepest dimension: county, city, zip_code, legislative_district, electric_utility service territory (PUGET SOUND ENERGY INC and PACIFICORP appear in samples), _2020_census_tract and a geocoded point per registration. That stack means the same file answers questions at state, county, zip or neighborhood scale.
