What does Eurostat PRODCOM actually publish for cement?

PRODCOM — short for PRODuction COMmunautaire — is the EU's official survey of manufactured output, and its product list runs to about 4,000 distinct manufactured goods at 8-digit level. Cement sits alongside bricks, ceramic tiles, doors, windows and insulation as explicitly named building-product headings. Each code is structured: the first four digits map to NACE, the first six to CPA, and the final two are PRODCOM-specific, so production can be reconciled against international trade data. Variables collected are sold production in value (converted to EUR millions) and quantity, production under subcontracted operations (collected separately from reference year 2021 onward), and total actual production.

Two cautions come straight from verification. Some cells are suppressed for statistical confidentiality, so smaller member states show gaps rather than zeros. And legacy PRODCOM table identifiers such as DS-066801 still circulate in older analyses even though they no longer resolve — confirm any code against the current product list before building on it.

How far back do country-level cement histories go?

GCP-CEM holds the longest country-level cement record available anywhere: annual production for 214 countries and territories from 1880, with clinker from 1900, maintained by Robbie M. Andrew of CICERO for the Global Carbon Project. The May 2026 release (version 260526) incorporates 2026 Annex 1 UNFCCC reports and new Biennial Transparency Reports. Because EU member states are UNFCCC Annex I parties, their clinker series come directly from officially reported CRT data — no estimation step sits between the national filing and the CSV.

The whole deposit is about 2.5 MB across nine files, with a companion *_sources.csv giving every data point a provenance code such as Official, Interpolated or CRT. Former Soviet states are disaggregated before dissolution, so central and eastern European series run continuously rather than breaking at 1991. Blank cells mean NODATA, never zero. For timelier signal, pair it with the Eurostat Dissemination API — Construction Production, Building Permits, and Prices, whose sts_copr_m production index is construction-wide (NACE Rev.2 section F) rather than cement-only. A verified German query (unadjusted, deflater-adjusted, 2021=100) shows the shape of the year: 90.2 in June 2025, falling to 59.0 in January 2026, back to 99.1 by June 2026. The EU27_2020 aggregate closed June 2026 at 110.8 calendar-adjusted. It is a demand proxy, not a cement tonnage — but it moves monthly while PRODCOM waits out its annual cycle.

How do you size capacity and ownership before entering a market?

Volumes show where the market has been; capacity and ownership show whether there is room to enter. The Global Cement and Concrete Tracker, July 2026 release from Global Energy Monitor, covers 3,884 cement and clinker plants across 171 countries and areas, representing roughly 6.1 billion tonnes of annual cement capacity and 3.7 billion tonnes of clinker capacity. USGS is the broadest of the set on geography. Its data release packs 8,886 rows across 89 commodity chapters, of which the five building-materials chapters account for roughly 575, and estimates are rounded to two significant digits.
