Which sources publish European corrugated production statistics?

The two adjacent sources frame that volume rather than measure it. CEPI Key Statistics (European paper & board), quality 7, covers all European pulp, paper and board - containerboard and case-making materials are grade-level lines inside its series - with the annual Key Statistics report free and the 40+ monthly, quarterly and yearly reports sold by subscription to non-members. Eurostat's env_waspac JSON API, quality 9, starts where production ends: packaging waste generated, recycled, recovered, incinerated and landfilled across roughly 97,000 populated cells from 1997 to 2023.

For comparison, the US mirror is the Fibre Box Association (corrugated container statistics), which has tracked shipments, consumption and inventory since 1940 across more than 90% of the American industry but keeps every numeric table behind member login.

What does FEFCO publish each year, exactly?

The Industry Statistics page at fefco.org/about-fefco/industry-statistics indexes one downloadable Annual Statistics PDF per year from 2012 to 2023 - twelve public editions, roughly 850 KB each as application/pdf files under /sites/default/files/documents/. Our verification on 21 August 2026 confirmed the 2023 edition returns HTTP 200 without any login or registration step. Pagination links expose older years beyond page one.

Each edition carries country-level shipments, plant counts and average board weights. How do you build a country ranking from the FEFCO map and PDFs?

Two cautions keep the ranking honest. First, FEFCO counts area shipped in square metres while the Fibre Box Association tracks US shipments and consumption on its own basis, so do not mix European m2 with American figures in one chart. Second, the publicly indexed editions stop at 2023; anything labeled current needs that vintage stated explicitly.

How does CEPI extend corrugated numbers upstream into tonnes?

Square metres say how much area shipped; tonnage says how much fibre moved. CEPI's series supplies the second unit. The flagship public output is the annual Cepi Key Statistics report - Key Statistics 2025 released 2 July 2026, Key Statistics 2024 released 11 July 2025, with preliminary annual statistics each February (2025 preliminary figures released 17 February 2026). Press releases attach headline rates such as a 79.3% paper recycling rate and 91% European or certified raw material sourcing.

Granularity is the trade-off. CEPI reports industry-level aggregates by grade and country group, not mill-level, so containerboard and case-making materials appear as grade categories rather than as a corrugated-converter series. For packaging-grade analysis the relevant detail level inside the subscription reports is exactly those containerboard and packaging-paper lines.

Used together, the two sources triangulate: FEFCO gives area shipped and plant structure per country; CEPI gives fibre input, production tonnage and recycling rate for the paper system that feeds converters. If a model needs both units, cite each figure to its own source - the bases differ and neither publisher reconciles to the other.

Where does the waste-side counterpart live?

"Eurostat's env_waspac dataset is the machine-readable half of the European packaging picture. It is the industry's only true API - JSON-stat 2.0 serving roughly 97,000 populated cells (~1.9 MB for the full cube) covering packaging waste generated, recycled, recovered, incinerated and landfilled for the EU-27, EFTA states and Northern Ireland, split into paper/cardboard, plastic, wood, metal and glass from 1997 to 2023. Paper and cardboard packaging is the material dimension where corrugated shows up, so recycling performance by country comes out of the same cube that plastics analysts query.

Pairing matters analytically too. FEFCO's own LCA work cites 88% recycled content for corrugated packaging while Cepi's headline paper recycling rate is 79.3%, and env_waspac measures management of packaging waste generated. Three different denominators - content share, consumption-based collection rate, and waste-management pathway - so label each metric with its source rather than averaging them.

What should analysts watch out for in this data?

Four things, all verifiable in the sources above.

Vintage gaps come first. Publicly indexed FEFCO editions end at 2023 with an Activity Report 2024 cited on the homepage; CEPI's latest full reference year is 2025, published July 2026; env_waspac runs to 2023; EPA comparators stop at 2018. Any cross-source chart must print its vintages.

Definitional mismatch comes second. FEFCO measures area in square metres; CEPI measures tonnage and consumption-based recycling; env_waspac measures waste operations; FBA tracks US shipments on a billions-of-square-feet basis. None of these convert cleanly to another.

Coverage asymmetry comes fourth. FEFCO's map includes non-member territories, CEPI aggregates by member countries and country groups, and env_waspac carries EU-27 plus Iceland, Liechtenstein, Norway and Northern Ireland. The country lists do not coincide, so rank within one source at a time.
