European Paper Industry Statistics Data: Dataset Structure and Field Coverage

Cepi - the Confederation of European Paper Industries - owns this question. The Brussels-based association, founded in 1992 and representing about 450 pulp, paper and board producing companies through national associations in 19 countries, covers roughly 90% of European pulp and paper production (its Europe excludes the Russian Federation). Its annual CEPI Key Statistics - European Pulp and Paper booklet is the consolidated statistical record for the continent.

The 2025 edition was posted on 2 July 2026 as a 3.8 MB PDF alongside a press release titled 'A Slow Drift'. It runs roughly 35 pages carrying about 100 indicator tables and charts: Key Figures back to 1991, a raw-materials mass-balance diagram, pulp and paper-and-board sections with production capacity and apparent consumption, wood consumption by species, energy and electricity, environmental impact and water, employment and accidents, and a directory of European mills. Figures are compiled from member National Associations under the Cepi Statistics Network, supplemented by Eurostat where needed, with a Deloitte limited-assurance statement on core indicators available separately.

The same numbers surface in the cataloged record CEPI Key Statistics (European paper & board) under the packaging industry, which also tracks the wider publishing programme: more than 40 statistics reports a year across monthly, quarterly and annual frequencies.

The headline block of Cepi's Key Statistics 2025 reads like a census of the sector. 620 companies operate 740 mills running 1,142 paper machines, employing 176,387 people and generating EUR 95 billion in turnover. Output reached 77.4 Mt of paper and board against 66.8 Mt apparent consumption, while the industry consumed 103.6 Mt of wood.

The recycling layer matters as much as the production line: the Paper for Recycling section records collection of 26.1 million tonnes and a 40.3% recycling rate for 2025. Cepi's separate press materials quote a 79.3% paper recycling rate alongside 91% European or certified raw-material sourcing and a 92% water return rate - different bases for related measures, so name the figure and its source document when you cite either.

Because the key-figure tables extend back to 1991, collecting successive free editions builds a three-decade structural series - company counts, mill closures, employment and investment - without paying for the Historic Statistics Report.

For flows rather than production, UN Comtrade international trade statistics (quality score 9, the paper-products slice's highest) reports reporter-by-partner trade at HS six-digit depth for Chapter 47 (pulp of wood) and Chapter 48 (paper and paperboard), annually from 1962 and monthly for recent periods, through a free keyless public preview API in JSON or CSV.

What neither gives you is Cepi's industry structure - mill counts, machine counts, employment, accidents - which remains PDF-only. Treat the booklet as the structure source and the two databases as the series workhorses.

Cross-continental comparison needs a deliberate pairing, because the two sides publish differently. Start from Cepi's 77.4 Mt of 2025 paper and board production, then set it against American producer-side figures from AF&PA statistics & resources (paper & paperboard), whose 40+ statistical report products cover boxboard, containerboard, tissue, pulp, printing-writing and recovered fibre grades with monthly Excel datasets spanning five-year windows.

A four-step walkthrough keeps the comparison honest:

1. Fix the geographic definitions. Cepi's Europe is its 19 member countries - explicitly Europe minus the Russian Federation - while AF&PA reports the United States with import/export breakdowns by trade partner and port.

1. Use trade as the bridge, not production. UN Comtrade's Chapter 48 mirror statistics let each bloc's exports be read from the partner side, exposing asymmetries between reported and mirrored values.

1. Add the energy dimension from the US side. EIA's Manufacturing Energy Consumption Survey covers NAICS 322 across eight survey editions from 1994 to 2022 - Cepi publishes energy and electricity consumption in the booklet, but MECS cuts fuel mix by census region and end use.

Country-level production rankings sit in Trading Economics - Paper Production by Country, grouped into World, Europe, America, Asia, Africa, Oceania and G20 tabs - but its free guest API has been discontinued and unauthenticated calls return HTTP 401, so those numbers now require a subscription.

Fibre enters the frame above the mill and leaves it below. Upstream, FAOSTAT's forestry domain carries the wood pulp inputs and roundwood context feeding European mills, and recovered paper - the collected stock re-entering the fibre supply - is one of Cepi's three main raw-material inputs alongside wood and non-fibrous materials; the glossary entry for recovered paper traces how it is traded under HS Chapter 47.

Downstream demand shows up in printing: the US Census Bureau's Economic Census, ASM and County Business Patterns data for NAICS 3231 gauge printers' appetite for paper and board, a useful demand proxy when European delivery statistics sit behind Cepi's subscription tiers.

And if the workflow extends to facility screening rather than aggregates, EPA's Toxics Release Inventory publishes facility-by-chemical-year reports for NAICS 322 from 1987 through 2024 as free CSV - the US-side complement to Cepi's Environmental Impact and Water section, though no European equivalent operates at facility level in the open.
