The Steam Web API publishes no numeric rate limit at all - the Steamworks documentation only warns that requests rejected on the partner host will incur strict rate limits for the connecting IP. By contrast, Speedrun.com caps reads at 100 requests per minute per IP, and SteamSpy documents 1 request per second and one per 60 seconds for catalog-wide paging.
