Can you get tractor counts below country level?
In Europe, yes, through Eurostat's Agriculture & Farm Structure database. EF_MP_MACH counts tractors, tillage machinery, seeders, sprayers and combine harvesters on agricultural holdings by country and NUTS 2 region, cross-classified by six farm size classes, ten farm types, three ownership states and power band, across 13 equipment items and two units for the FSS reference years 2005, 2013 and 2023. That design produces roughly 100,000-200,000 observations, and a single filtered country-year extraction returned about 5,000 values at research time. Two caveats are documented in the record: machine counts are rounded to the nearest 10, and the requested citation form is "Eurostat, EF_MP_MACH" with an access date. A companion historical table, EF_SO_MPMACHIN, reaches back over 1990-2005 when a longer EU view is needed. Money-side context sits next door in the EU FADN Public Database, which aggregates about 75,000 sampled farms per year into standard-result cells covering machinery asset values and capital expenditure from 2004 onward, with final data to 2023 and 2024 marked preliminary. The three related records pooled into this industry - USDA NASS Quick Stats, FAOSTAT's Detailed Trade Matrix and AEM's industry statistics - extend the picture toward US field data, trade flows and manufacturer shipments respectively.

Is there a free dataset of tractors by country?
Yes, two complementary global ones. FAOSTAT's Agricultural Machinery dataset (domain RM) covers agricultural tractors, combine harvester-threshers and milking machines across about 258 countries from 1961 to 2009 under commercial delivery terms 4.0, and the World Bank's WDI series AG.AGR.TRAC.NO gives wheel and crawler tractor counts for 292 countries and aggregates, downloadable as CSV, XML, Excel or JSON.
Why do global tractor counts stop around 2009?
Because both free global series were discontinued at national reporting level. FAOSTAT's machinery domain has not been extended past 2009 - its densest year is 2007 with 8,204 observations - and World Bank observations end in 2007 for 178 countries, 2008 for 36 and 2009 for 10. The newest free counts are Eurostat's, for the 2023 survey year.
