Which datasets measure R&D spending by country?
Two official sources anchor any cross-country comparison, and they answer different questions. The UNESCO UIS Data Browser — R&D Statistics is the global benchmark: its February 2026 release holds about 4,443 national data points for the two SDG 9.5 indicators across 160 countries spanning 1996-2024. The NCSES R&D and Business Innovation Statistics program is the United States counterpart, publishing 33+ data tables per Annual Business Survey cycle plus BERD Survey results and public-use microdata.
The split matters because the two sources measure different spenders. UNESCO reports economy-wide gross domestic expenditure on R&D as a percentage of GDP, country by country. NCSES reports what US businesses specifically performed and funded — its two flagship surveys split the firm population, with the Annual Business Survey covering for-profit firms with one to nine employees and the BERD Survey covering those with ten or more. A consultant benchmarking innovation intensity normally starts with the UNESCO panel, then drills into NCSES for the single deepest national picture.
European panels extend the same idea: Eurostat's science, technology and innovation statistics serve GERD, CIS and HRST series through a free dissemination API in JSON-stat and SDMX, reaching back to the mid-1990s for cross-country modelling work.
What does the UNESCO UIS R&D release actually contain?
Twelve indicators make up the Science, Technology & Innovation domain, but two carry the country-ranking workload: GERD as a percentage of GDP (indicator code EXPGDP.TOT) and researchers per million inhabitants in full-time equivalents (RESDEN.INHAB.TFTE). Around them sit female-share-of-researchers series broken down by performing sector — business enterprise, government, higher education and private non-profit — under both FTE and head-count bases, adding roughly 12,700 more national data points across 158 countries in the companion SCN-OPRI archive.
Every value ships with quality flags, which is what separates a citable panel from a spreadsheet of mismatches. The MAGNITUDE column distinguishes NIL (a true zero), NA, SUPP (suppressed by the nation) and LOWREL (low reliability), while the QUALIFIER column tells you whether a figure is a NAT_EST national estimate or a UIS_EST estimate produced by UNESCO itself. Regional aggregates for OECD, EU and other groupings are published alongside the national values rather than mixed into them.
Coverage is broad but not universal: about 160 countries report on the SDG indicators out of a 241-entry country reference list, so a full-world chart always carries gaps you should disclose.

Timing differs by design: NCSES runs annual survey cycles, while the Quarterly Services Survey publishes advance estimates roughly ten weeks after quarter close and feeds directly into BEA GDP estimates.
