UK National Packaging Waste Database (NPWD) Public Summary Data (quality 8 on Datadory's rubric) is the regulatory heart: 133 statistical reports spanning the pEPR producer workbooks for 2023-2025, quarterly reprocessor and exporter recovery-and-recycling returns back to 2007, monthly-cumulative export and reprocessing series from 2016, annual PRN/PERN revenue tables from 2006, and producer-obligation tables split across the four UK environment agencies.
Eurostat Packaging Waste Statistics (env_waspac) (quality 10) supplies the benchmarking layer: roughly 97,083 observations of generation, recovery and recycling across eight material lines and 32 European countries from 1997 to 2023.
UK data.gov.uk Packaging Datasets (Environment Agency, Defra) (quality 7) is the discovery and history layer: 415 results for the keyword 'packaging' as of August 2026, dominated by Environment Agency registers, plus the route to Defra's pre-database 1999-2008 series.
What do the tonnages actually say?
The flagship is the pEPR Reported Packaging Data release covering 2023, 2024 and 2025 - published 31 July 2026, eleven tabs splitting large-producer (LP) from small-producer (SP) reporting. Its most quotable single row is large-producer Total Supplied for 2023_H1:

Small-producer reporting is almost decorative by comparison: 474.754 tonnes of aluminium, 1,494.406 tonnes of glass and 41,308.9 tonnes of paper/card across 2025 - which tells you precisely where the compliance weight sits.
The drinks tabs switch units, counting containers instead of tonnes: 6,983,218,602 aluminium, 6,269,327,894 plastic and 2,347,926,588 glass household drink containers in 2025_H1 alone. That is the denominator deposit-return and reuse arguments are had over, and no other record in this industry slice carries it.
The 2025-only Recyclability Assessment Methodology tab then grades the tonnage green, amber or red: Green-rated rows hold 608,447.912 tonnes of glass, 361,202.306 tonnes of paper/card and 10,066.583 tonnes of aluminium, turning raw mass into a recyclability-weighted view.
Why does the tonnage arrive in three cadences?
Because the UK measures packaging three ways, and collapsing them into one grid destroys what each is for.
- Quarterly reprocessor and exporter returns (2007-2025) are the supply-side flow: material actually recycled or recovered, by material, eighteen years deep. Trend work and market sizing live here.
- Monthly-cumulative export and reprocessing reports (2016-2025) are the monitoring layer: a running-year total that lets you watch the compliance cycle build inside a year rather than wait for its close.
- Half-yearly and annual pEPR producer data (2023-2025) is the demand side: what producers reported placing on the market, split household versus non-household.
Set the demand-side and supply-side cuts beside each other and you get two independent accounts of the same material. Agreement between supplied and recovered tonnage validates both; disagreement is a research finding about exports, stock or timing. When do tonnage figures move after publication?
More often than a snapshot suggests. The estate warns outright that figures can change when late or resubmitted returns land, and the movement concentrates in the newest periods - the current quarter, the latest half-year. Any tonnage quoted without its vintage is unfalsifiable.
