Route-level work has a floor. Eurostat's thresholds mean thin airport pairs may be absent regardless of timing, so coverage claims should be tested against your actual origin-destination list rather than assumed from dataset totals (AVIA_GOOA alone holds 17,791,958 observations).

And vendor promises need reading. A provider aggregating confidential submissions can only ever sell you aggregates; if your model needs airline-level inputs, no license unlocks them.

1. Ask for the withholding rule in writing. T-100 documents a three-month international hold; if a vendor cannot state theirs, you cannot plan around it.
2. Test the freshest period against your routes. Pull the latest month for your specific airport pairs and count gaps before committing to a feed.
3. Separate lags from suppression. A T-100 record withheld today arrives later; a Eurostat value below dissemination thresholds never appears — different problems, different fixes.
