What is educational attainment?

Attainment is a stock measure of completed education, not attendance. The cataloged evidence spans four sources tagging it directly: the Eurostat Education & Training Database (tags: attainment, early leavers), OECD Education at a Glance, World Bank Education Statistics with 8,450 EdStats indicators covering ~217 economies, and England's Explore Education Statistics platform. In the Eurostat collection, attainment tables sit inside roughly 156 EDUC-prefixed dataflows (about 112 in the UOE joint collection), broken down by ISCED 2011 level, sex and age band - so "upper secondary attained, women, 25-34" is a queryable cell, not a footnote.

The UK adds a temporal dimension the cross-country series lack: ONS Education & Childcare statistics run Longitudinal Education Outcomes (LEO) analyses following GCSE cohorts from 2012-13 to age 22, turning attainment from a snapshot into a tracked outcome. That distinction matters whenever a question is about progression rather than level.

Why does educational attainment matter when choosing a dataset?

Attainment numbers drive funding, siting and hiring decisions, so misreading them is consequential.

  • ISCED mapping is the whole comparison. A "college" label means different ISCED levels in different countries; without the ISCED 2011 breakdown the cross-country series publish, comparisons quietly fail.
  • Attained is not enrolled. Enrollment counts people in school; attainment counts those who finished. Confusing the two overstates a region's qualified workforce.
  • Cohort data answers different questions. LEO's GCSE-to-22 follow-up can show progression and outcomes; a cross-sectional attainment table cannot, and vice versa.
  • Licensing is open but attribution-bound. Eurostat rides commercial delivery terms 4.0 under Decision 2011/833/EU and ONS publishes under Open Government Licence v3.0 - both permit reuse with attribution, neither without it.

How do you evaluate educational attainment in a data source?

  1. Demand the ISCED level variable. Harmonized attainment is published by ISCED 2011 level, sex and age band; a source without those dimensions is not comparable to the Eurostat/OECD/World Bank series.
  1. Check which population denominator is used. Attainment rates are shares of a population band (for example 25-34); verify the denominator before comparing two publishers' percentages.
  1. Prefer sources stating reference-year lag. Eurostat's latest reference year typically runs about two years behind publication; ask the same of any vendor series.
  1. Test whether longitudinal linkage exists. ONS's LEO analyses follow GCSE cohorts from 2012-13 to age 22 - if your question is progression, cross-sectional attainment alone will not answer it.
  1. Confirm England-only scope where relevant. Explore Education Statistics covers England only, down to school level; UK-wide claims need ONS national series instead.
