Chemical Data Reporting (CDR)

CDR is the reporting rule under TSCA Section 8(a) that obliges US manufacturers and importers to file chemical production volumes, site locations, worker exposure and industrial, commercial and consumer uses - every four years since 1986. EPA's coverage field lists the cycles: 1986, 1990, 1994, 1998, 2002, 2006, 2012, 2016, 2020, 2024.

The latest cycle, 2024 CDR, covers reporting years 2020-2023 and contains roughly 8,650 chemicals spread across multiple relational tables.

Two EPA products carry it. The CDR Database publishes the cycle files, and ChemView's CDR layers cover the 2012-2020 reporting cycles - so older cycles are reachable through a different interface.

Note the scope limit: the public database contains only non-CBI content from those filings; claims flagged confidential business information never appear.

Because it is the closest thing to a US production census for chemicals. Volume by site and by use, filed under a compulsory rule and covering roughly 8,650 chemicals in the 2024 cycle, grounds market-sizing work that sales estimates cannot.

The cadence is the constraint. Cycles arrive every four years - 1986 through 2024 - and the 2024 cycle reports on years 2020-2023, so any "current" chemical market read from CDR is already several years behind the filing date.

And the CBI screen shapes coverage: the public CDR database contains only non-CBI content, so absence of a chemical is evidence of confidentiality, not of non-production.

1. Name the cycle, not just the source. EPA's CDR Database lists cycles every 4 years - 1986 to 2024 - and the 2024 cycle covers reporting years 2020-2023.

1. Check chemical counts per cycle. The 2024 cycle holds roughly 8,650 chemicals across multiple relational tables; ask for per-cycle counts from any reseller.

1. Confirm format and documentation. The cycle is published as free Access, Excel and CSV downloads with a data dictionary - relational tables need that dictionary to join.

1. Cross-check older cycles in ChemView. ChemView's CDR layers cover the 2012-2020 reporting cycles, a second route for historical work.
